The RrSG had a similar reaction and I’ve asked staff if they can allow for more time to review. They said they will extend the deadline to 14 May. Please note however, that I think the threshold questions can be modified after the call for volunteers has been sent out. The immediate question if is whether there are comments or concerns re: the draft Call for Volunteers. As stated below, SGs can direct their question and comments directly to dennis.chang@icann.org .

The NCSG would like more time to review the threshold questions in the context of the decade or so old report (which means more time to re-read the report)
Initial comment from NCSG is how can council continue with the results of a PDP that predates dramatic changes in privacy and data protection laws around the world? Members of the NCSG fear it might just be a waste of volunteer time.
