[council] Proposal for new vehicle to replace the CCWG-IG

Hi all, I am sending to council consideration (it is on the agenda for our next council call) the proposed new vehicle to replace the CCWG-IG. You can find attached the clean and track change version of revised charter to reflect the changes for the proposed new vehicle called Cross-Community Engagement Group) and moving away from CCWG.
