All I understand there is a problem with the Reply All functionality across a number of ICANN mailing lists, which ICANN is aware of an trying to fix. I'm not sure if folks are aware of the problem, but I just wanted to let you all know. In order to make sure your mail hits the Council list, to be safe at this point, rather than use 'Reply All' its best to type in the email address council@gnso.icann.org<mailto:council@gnso.icann.org> in the to line.
