[council] Revised wording to Council agenda item 7

Council, please find enclosed a revised wording to the proposed resolution under item 7 of the next meeting. The only change is a copy and paste from the existing bylaws of the section on what the Board does after it gets a Council PDP report. It is of course necessary to keep this part (of bylaws annex A) within the bylaws. Philip
