Why were the IDN ccTLD delegation requests redacted?
I think the simple answer is that these were staff evaluations that pointed out some deficiencies in some of the proposals. They were not originally written for publication, and the staff are probably concerned about creating offence. The degree to which reports should be redacted is being considered by the Board's Governance Committee.
