I previously circulated a draft on 26 December and received one request to avoid enumerating any specific back-up plan considerations. I have removed those in the attached letter, other than where we refer to the EPDP Initial Report language. I also added some other general text. Rafik, Pam and I are all in agreement this letter is ready to go. I plan to send this before the end of the week to ensure it is received before the EPDP WG meets F2F next week.
