[council] IAB Appoints Jonne Soininen as Liaison to the ICANN Board

Hello All, The Internet Architecture Board (IAB), as a committee of the Internet Engineering Task Force (IETF), has selected Jonne Soinnen to replace Thomas Narten as the IETF Liaison on the ICANN Board. Note that Jonne Soinnen was previously on the Board from October 2009 to December 2010 as the TLG Liaison (http://www.icann.org/en/groups/board/soininen.htm ).
