Dear Bruce, Council, In a follow-up of the proposal I made to the the Board/Council meeting last evening, I would clarify my proposal of creating a working group in the manner below. Please be advised my intent was NOT to create an additional working group aside from PAC, as some of you have asked me. However, in the interest of all the time we spent yesterday on IDN and the policy implications as well as the* technical issues and tests that are yet to be understood by Council*, I propose the composition of a work group that comprise the following: 1- Creation of an observer/liaison person(s) from GNSO who represents a non-registry position, have a regional representation with a non-ascii /non-latin language community. 2- Select a person in PAC that represents a true multi lingual party with non-ascii language experience. 3-The group will be organized under the Auspices of the GNSO oversight. 4-The Terms of Reference will include, - Review and understanding of the work of PAC - Review all test and technical procedures of proposal for upcoming testing of ICANN's proposed implementation for IDN i.e Dname and NS. - Liaise weekly with PAC designated person and report to GNSO accordingly 4- The expected outcome is to provide independent review and representation of the IDN proposed solutions and assist the GNSO policy formulation for IDNs. Please feel free to add top the TOR , although I thought this was adequate to start with. Although I am not sure why PAC's technical presentation was different should be different than the one that was presented to GNSO, I*certainly appreciated this particular presentation made by Yoav (PAC member).* He discussed many of the policy issues that I have presented during our policy session for IDNs and would be excellent if he was to make the same presentation to GNSO at one point. Certainly I found it MORE THANK a 'technical' presentation. Infact, I have contacted him for a copy of the presentation and learned that Yoav's company runs a *multi lingual registry in Israel* and would be very help full if he was one of the PAC members to join the above workgroup.
