[council] GNSO Council Liaison to the EPDP Phase 1 IRT

Hi all, In following up on our Action Items from last week's Council meeting, I noted that Rubens volunteered to be Council Liaison to the EPDP Phase 1 IRT. Unless there are any objections (or other interested lurkers), I will advise Dennis Chang that Rubens will be our appointed Liaison. Thanks to Rubens for his willingness to serve. Please advise.
