[council] Updated GNSO Council Absence Notification Form

Dear councilors, The GNSO Council Absence Notification Form - which is to be submitted in case of a councilor absence - has been updated. Whilst content remains unchanged, the form aspect has been improved. There will also therefore be a formatting change to the GNSO Council Absence notification email which is circulated to the GNSO Council mailing list once such a form has been completed.
