[council] Comments on travel support

I do hope that we will see in the forthcoming budget full support for Council travel at Board equivalance. I note that the estimates being bandied about on the Council list regarding the forthcoming meeting when compared to ICANN's own USD50m budget is 0.7%. Spending 0.7% of its budget on policy work three times a year seems rather reasonable. Philip
