Dear James, please accept my personal thanks for the GNSO Council’s endorsement! As we are fewer GNSO members than expected, we will have to work harder. But also as efficiently as possible. Based on my past Review Team experience I have a few comments to help the GNSO reps to efficiently jumpstart ASAP and avoid some of the pitfalls I consider made our work difficult in ATRT2: On the scope of the Review: ATRT2 was easy because it limite itself basically to the scope of ATRT1 and got resources late to develop only one new filed of deeper research with the help of outside consultants (which in the end where much better than Westlake by the way). We have to push for an (very) early discussion of the scope. The AoC is no guidance here and I think we have to go deeper in the recent history of this long expected review. A large failed initial questionnaire to the whole community at the beginning was another early pitfall in ATRT2. On the resources for the Review: this took a very long special effort by the Chair of the Review Team, not very dissimilar to the slow start of the CCWG ACCT. Time is of essence. And by that I mean also some time before and after the formal meetings to build up trust in the team. I hope particularly the GNSO member will devote a little extra joint time, because some of the US based embers tended to be the last in arriving and first in leaving the face to face meetings. On the Leadership of the Review Team: ATRT2 worked very well with a Chair and 3 co Chairs if I remember right. The Co Chairs did a tremendous job in drafting and editing during the second half of the year. The team also had the Chair of the Board always present in the room and calls which was (is) the most impressive information resource within ICANN. With the transition of the CEO and the apparent lack of Board members in the Team we have to come up to the first meeting with a clear idea of what type of leadership the Review needs. As I know only one of the other GNSO members personally, I hope Staff will put the 6 GNSO members early in contact with each other and you will dedicate part of the next Council call to prepare for the Review Team. ICANN today announced that 17 individuals have been selected to serve on the team that will review the New gTLD Program in relation to competition, consumer trust and consumer choice (CCT). Review team members represent an array of geographic regions and areas of expertise, and have demonstrated knowledge of the New gTLD Program or one of the review areas.
Six review team members were endorsed by the Generic Names Supporting Organization (GNSO) and two were endorsed by the At-Large Advisory Committee (ALAC). Four members will serve as independent experts and bring deep knowledge of economics, consumer protection and intellectual property law, and Internet security to the team. Of the remaining five team members, two also belong to the Country Code Names Supporting Organization (ccNSO), two from the Governmental Advisory Committee (GAC), and one represents ICANN's CEO.
In accordance with ICANN's Affirmation of Commitments <https://www.icann.org/resources/pages/affirmation-of-commitments-2009-09-30-...>, CCT review team members were selected by ICANN CEO Fadi Chehadé and GAC Chair Thomas Schneider. The pair made their selections based on rigorous analysis of application materials from 72 candidates. Applications were evaluated against the criteria outlined in the call for volunteers <https://www.icann.org/resources/pages/call-volunteers-cct-rt-2015-10-01-en> with a particular focus on candidates' expertise in competition, consumer trust and consumer choice. Endorsements and guidance from the GNSO and ALAC were also taken into consideration. Chehadé and Schneider chose candidates representing a cross-section of experience and geographic diversity.
The Affirmation of Commitments also allows the CEO and GAC chair to serve on the review team or designate representatives. Section 9.3 of the Affirmation of Commitments states: "If and when new gTLDs (whether in ASCII or other language character sets) have been in operation for one year, ICANN will organize a review that will examine the extent to which the introduction or expansion of gTLDs has promoted competition, consumer trust and consumer choice." An implementation advisory group recommended a set of 66 metrics <http://newgtlds.icann.org/en/reviews/cct/iag-metrics-final-recs-26sep14-en.p...> [PDF, 472 KB], which the ICANN Board adopted, for the review team to consider. ICANN has been collecting data on many of these metrics <https://www.icann.org/resources/reviews/cct/metrics>. In addition, ICANN commissioned a global survey and economic study to gather data on certain metrics.
