[council] New Chair for the Consumer Metrics Working Group

All, As you likely know, Rosemary Sinclair has had to step down as chair of the Consumer Metrics WG. As the GNSO Council liaison, I wanted to let you know that Jonathan Zuck has volunteered to take over as Chair, with approval by the WG. For the record, the WG is nearing completion of its assignment.
