[council] Chair Recommended Approach to 15 Mar AoC RT Endorsement Meeting

I recommend the procedures attached and pasted below for our meeting on 15 March 2010 to finalize the full GNSO endorsement slate for the AoC A&T RT. We will discuss these procedures early in the agenda. I will send a proposed agenda shortly. Chuck
