Hello GNSO Councillors and Comms team. I mentioned this already during our strategy meeting and wanted to raise it here on the mailing list: I wanted to suggest doing a LinkedIn post about the important human rights check-list that CCOICI suggested in 2023 to be included during each PDP and council approved it. In 2023, we approved a recommendation by a Council group which supported building a lightweight mechanism throughout the different stages of policy development to facilitate the consideration of the possible impact of our policies on Human Rights! Dear All, Thanks for the prompt, Anne. My thoughts on reviewing the mail was to research if there was a council resolution at the SPS adopting a stance on human rights, but since Greg communicated that leadership would advise, that further helps as the response would clarity. My thoughts are that only adopted council positions or programs that have major consensus may be easily adapted to the GNSO council page on LinkedIn to avoid any backlash from other constituencies within the GNSO. Dear Lawrence, I am sorry if I was not clear. We did not adopt a resolution on human rights during SPS. Human rights has been a topic of discussion and policies at ICANN for over a decade, starting from freedom of expression. For tracking ICANN and its community's work on human rights (and the incorporation of human rights in ICANN bylaws) you can refer to this page: https://community.icann.org/display/ICWOHR/The%2BICANN%2BCommunity%27s%2BWor... I suggested during the SPS meeting to mention a few of the resolutions that the council voted on and the general public cares about. During our conversations Manju mentioned CCOICI's work and the human rights checklist for PDPs. GNSO council approved the recommendation related to a human rights check-list for the PDPs, I believe in 2023. I do appreciate your interest in helping to curate content for our LinkedIn page and encourage that you kindly help keep at it. It was the decision of Council at the second to the last SPS that only formal positions adopted by council should be promoted as content on our LinkedIn page. The topic of human rights and freedom of expression is definitely an important one but would need to move from the CCOICI's remit to the full council for a position to be adopted before we consider promoting it over our social media handle as our official position. Thank you Lawrence. Maybe I can explain this in a better way. It was the council decision to approve the human rights implementation recommendations of ccoic. So it was a formal council decision. As a general matter of process, I believe the council leadership is in a better position to approve a suggestion for a LinkedIn post coming from a council member. The CCOICI supports building in a lightweight mechanism throughout the different stages of the GNSO PDP to facilitate the consideration of the possible impact on human rights. Such a mechanism could consist of a check-list of questions that help guide staff support as well as community members involved in the PDP or other GNSO policy processes to identify whether there is an expected impact on human rights which could in turn trigger further focus on this topic. Example questions for such a check-list are: 1) Is there a likely human rights impact, 2) who are the groups expected to be impacted, 3) what is the expected severity of the impact (high / medium / low). The CCOICI wants to emphasize that even if an impact is anticipated, it does not mean that work cannot proceed, it just means that further attention will need to be paid to this issue through questions such as: 1) is the proposed action necessary, 2) is the proposed action proportionate, 3) is the proposed action legitimate.

Adding perhaps just one request that we more or less deliberate about whats going on the page and that we add photos with the current members of council. I absolutely support Farzanehs suggestion for an example and maybe we could decide it colectively or simply delegate to Leadership. Also, I couldn’t help but notice that two of the recent posts had pictures of the council composition of like 2-3 years ago. Maybe I can explain this in a better way. It was the council decision to approve the human rights implementation recommendations of ccoic. So it was a formal council decision. As a general matter of process, I believe the council leadership is in a better position to approve a suggestion for a LinkedIn post coming from a council member. I will wait for the leadership to decide on this.

Human rights has been a topic of discussion and policies at ICANN for over a decade, starting from freedom of expression. I suggested during the SPS meeting to mention a few of the resolutions that the council voted on and the general public cares about. During our conversations Manju mentioned CCOICI's work and the human rights checklist for PDPs. GNSO council approved the recommendation related to a human rights check-list for the PDPs, I believe in 2023. So I thought it would be a good idea to tell the public that we care about human rights and we have a human rights checklist for the PDPs.

We did not adopt a resolution on human rights during SPS. Human rights has been a topic of discussion and policies at ICANN for over a decade, starting from freedom of expression. I suggested during the SPS meeting to mention a few of the resolutions that the council voted on and the general public cares about. Dear Greg and All, Thanks for the update and I look forward to further deliberations around the management of our LinkedIn page at our next meeting. However, I would like to draw Councils attention to a new development. My attention has been drawn to some comments left on the GNSO Council LinkedIn page by Michele Neylon a former GNSO Council member. To provide broader context, the article tittled “The GNSO and its Council.<https://www.linkedin.com/pulse/gnso-council-a-z-gnso-2mrmc/?trackingId=EajAJcj8RvazOIV8XpgTdw%3D%3D>” Was curated by me and referenced existing content currently published on the GNSO page of ICANN’s website. Policy is developed in PDPs not at council. GNSO Council members might be members or WGs or even chair them ,but that is not related to their role on Council.” In my limited understanding, the Council remain the only organ responsible for developing and recommending policies related to generic top-level domains (gTLDs) to the ICANN Board. It's very clear that they have little to no understanding of how the policy making process actually work or the GNSO Council's role in that process. I say this as somebody who has served on multiple WGs, chaired several, been chair of an SG, as well as completing two terms on Council . First off the GNSO Council does NOT develop policy. Its role is to manage the policy development process. Policy is developed in PDPs not at council. GNSO Council members might be members or WGs or even chair them ,but that is not related to their role on Council. ICANN offers funding to various groups but there is zero guarantee that a member of the GNSO Council will receive any funding to attend ICANN public meetings. It's up to each SG to distribute the funding based on their criteria. Yes the Council is bicameral, but that's about the only similarity that you can draw with Congress or Westminister - to suggest otherwise shows a lack of understanding of how the GNSO works. It is my view that: 1. I refrain from arguing his views in the comment section of our LinkedIn page as it may further compound the narratives. 2. Its role is to manage the policy development process. Policy is developed in PDPs not at council. GNSO Council members might be members or WGs or even chair them ,but that is not related to their role on Council. ICANN offers funding to various groups but there is zero guarantee that a member of the GNSO Council will receive any funding to attend ICANN public meetings. Hi Julf, I'm not suggesting that we solve everything during Council meeting. But I am suggesting that we can come up with a more efficient method for suggesting and vetting content for the LinkedIn page (adjustments to the small team perhaps). That is one of the things we'd like to discuss. We don't plan to spend more than ten minutes on this item.
