Just one comment: When it comes to my "b", I believe the legal basis for protection of IGO names and abbreviations as domain names based on the existing Paris Convention has been clarified thru the UN Legal Services letter on the subject from March 2005, see: http://www.icann.org/correspondence/michel-to-cerf-23mar05.pdf . I believe one reason the IGOs did not wish to go the 'international treaty route" described by Mr Maher was that is takes about 10 years to get one. Given this issue within ICANN dates to 2003 I note that we are currently doing rather well in pursuit of ten-year decision making timelines ourselves. Philip
