Council meeting times
As you will recall, during our Seoul wrap-up meeting, our group (Adrian, Edmon, Han Chuan and myself) was tasked with looking at options for rotating meeting times and asked to come up with a proposal for a time for the next meeting. In order to do so, we took into account the number of people in each time zone. We suggest rotating between 3 set times, but due to the fact that there are more councillors from outside the AsiaPac region, we have worked our rotation out so that only one of the 3 set times is "AsiaPac" friendly. Please see attachment for our proposals. Time no1 is the AsiaPac friendly time, and we would suggest starting with that one for the next meeting. We realize that none of these proposals are ideal for everyone, but it is impossible to work out a suitable time where nobody would be inconvenienced. Your comments are welcome. Thanks, Stéphane
Thanks Stéphane. Are you guys going to recommend one of the three options we should use for our meeting on 23 Nov? Chuck

That worked for me. Thanks Stephane. The times shown for the U.S. are in standard time as they should be now, but you show EDT & PDT in the left column; just need to change those to EST & PST without changing the times shown. Chuck

I encourage discussion of this on the Council list between now and our meeting on 23 Nov. It will be on our agenda for that meeting. In the meantime, we need to schedule a time for our 23 Nov. meeting. Are there any major objections to going with option 1 for that meeting? If so, please communicate them NLT end of day tomorrow, Wednesday, 4 Nov. If not, I will ask Gisella to go ahead and schedule the call. Thanks a lot to Stephane, Adrian, Edmon and Han Chuan for doing the work on this. If I am not mistaken, it likes only three people have more than one time that falls in the 11 pm to 6 am timeframe (Edmon, Han Chuan & Rafik). It will be interesting to discover how I function in the middle of the night every three meetings but I will deal with it; I always have vice chairs to rely on. Chuck

This really was to generate discussion. The original brief discussed during the wrap-up meeting was only to maximize participation, but I personally think we should also take into account the chair and ensure that meeting times are always palatable for the person and that role and at least one of the 2 vice- chairs. But doing so does mean that we will make the time less AsiaPac friendly... Stéphane Le 3 nov. 2009 à 20:24, Gomes, Chuck a écrit :

Hi Olga, I know it's tough. Once again, if you have other proposals to make that can be accommodated, please pass them on to me so that I can incorporate them in the document. Also, I think that one of the advantages of having 2 vice chairs is that we can share the load. I would be very happy to stand in for you during those meetings that are at such an incongruous hour for Argentina if that helps. And I would not hesitate to ask you to stand in for me if I am ever unable to make a meeting. Thanks, Stéphane Le 3 nov. 2009 à 20:57, Olga Cavalli a écrit :

I think that Wendy is now on MST (two hours earlier than EST). For me, option 1 is about the worst possible with a 3 am start to the meeting. An hour or two earlier is fine, and somewhat later simply means an early start to the morning, but 3 am is pretty much in the middle of night no matter what your sleep schedule. But maybe that's just me... The largest gap between any two groups is 5 hours between Australian east cost and US west coast. Did you try centering the night around that slot? Quick question; is there an expectation that every Councillor will attend every meeting? I believe we have redundancy without our representatives for a reason. So between a solid and efficient rotation schedule and input across all Councillors, there should be reasonable and fair coverage for all. Perhaps the only exception would be the chair - but as Chuck quit rightly points out, that is why he has his lieutenants. At least that is how I reconcile this. Chuck

Except in cases where a vote is taken and absentee voting does not apply. Hopefully we will be able to address this issue going forward but for now the redundancy will not work in all cases. Chuck

The third option places the call at 1am in my time zone. This would be challenging. Having a call really early in the mourning or later at night is fine for me but a call that stretches between 1am to 3am unless held on the weekend would make sure I get fired. :) Sincerely, Zahid Jamil Barrister-at-law Jamil & Jamil Barristers-at-law 219-221 Central Hotel Annexe Merewether Road, Karachi. I don't believe there is such an expectation. The Rules & Procedures simply require that an absentee give the secretariat prior notification. Beyond that, I'd say it was up to each SG to arrange attendance as per Councillor availability. Stéphane Le 4 nov. 2009 à 01:53, Adrian Kinderis a écrit :
