Hi Tomslin and Lawrence, I would like to propose a handful of amendments to the Resolved clauses 1 and 2 of Motion to appoint the liaison to the GAC, and the addition of a new clause 3, which I hope you will accept as friendly: Resolved 1. The GNSO Council hereby appoints Sebastien Ducos to the role of GNSO Liaison to the GAC for a two-year term, assuming the role at the ICANN81 AGM in November 2024 and expiring at the AGM in 2026. 2. The GNSO Council will review the role annually and if the review indicates and/or, at any time, the Liaison has indicated that he is no longer available to continue in this role the Council will consider Sophie Hey as alternate for the remaining period of the term if she is willing at the time, otherwise the SSC will conduct a new selection process. 3. Prior to and in anticipation of the expiry of this two-year term, Council will open a new Expression of Interest process, for which the appointed Liaison, Sebastien Ducos, will be eligible to apply. I do not propose any changes to the remaining Resolved clauses, apart from renumbering them. Could I also suggest that in recital 5 “The GNSO Council initiated a call for candidates to fill the vacancy and delegated the responsibility of the review and selection process to the GNSO Standing Selection Committee (SSC)” we actually link to the Request for Candidates for convenience (https://gnso.icann.org/sites/default/files/policy/2022/draft/draft-gnso-liai...) since it describes the role, expectations and process in some detail. The reason for these proposed amendments is that I think it would be helpful for future Councillors to be able to clearly see what the term of the appointment is from the resolution we pass, without having to consult the Request for Candidates. Without these changes, and with the reference to 2+2 terms in the recitals and to annual reviews, it’s not entirely clear what happens at the end of the first 2-year term and might be assumed that there is an automatic reappointment. I do not propose any changes to the remaining Resolved clauses, apart from renumbering them.
Could I also suggest that in recital 5 “The GNSO Council initiated a call for candidates to fill the vacancy and delegated the responsibility of the review and selection process to the GNSO Standing Selection Committee (SSC)” we actually link to the Request for Candidates for convenience (https://gnso.icann.org/sites/default/files/policy/2022/draft/draft-gnso-liai... [gnso.icann.org] <https://urldefense.com/v3/__https:/gnso.icann.org/sites/default/files/policy...>) since it describes the role, expectations and process in some detail.
The reason for these proposed amendments is that I think it would be helpful for future Councillors to be able to clearly see what the term of the appointment is from the resolution we pass, without having to consult the Request for Candidates. Without these changes, and with the reference to 2+2 terms in the recitals and to annual reviews, it’s not entirely clear what happens at the end of the first 2-year term and might be assumed that there is an automatic reappointment. The Request for Candidates makes it clear that that is not the intent and that there will be a new selection process after two years (albeit that the appointee would be eligible and encouraged to apply).

The GNSO Council hereby appoints Sebastien Ducos to the role of GNSO Liaison to the GAC for a two-year term, assuming the role at the ICANN81 AGM in November 2024 and expiring at the AGM in 2026. 2. The GNSO Council will review the role annually and if the review indicates and/or, at any time, the Liaison has indicated that he is no longer available to continue in this role the Council will consider Sophie Hey as alternate for the remaining period of the term if she is willing at the time, otherwise the SSC will conduct a new selection process. 3. Prior to and in anticipation of the expiry of this two-year term, Council will open a new Expression of Interest process, for which the appointed Liaison, Sebastien Ducos, will be eligible to apply. I do not propose any changes to the remaining Resolved clauses, apart from renumbering them. Could I also suggest that in recital 5 “The GNSO Council initiated a call for candidates to fill the vacancy and delegated the responsibility of the review and selection process to the GNSO Standing Selection Committee (SSC)” we actually link to the Request for Candidates for convenience (https://gnso.icann.org/sites/default/files/policy/2022/draft/draft-gnso-liai... The reason for these proposed amendments is that I think it would be helpful for future Councillors to be able to clearly see what the term of the appointment is from the resolution we pass, without having to consult the Request for Candidates. Without these changes, and with the reference to 2+2 terms in the recitals and to annual reviews, it’s not entirely clear what happens at the end of the first 2-year term and might be assumed that there is an automatic reappointment. The Request for Candidates makes it clear that that is not the intent and that there will be a new selection process after two years (albeit that the appointee would be eligible and encouraged to apply).
