Process of Adoption of the FY 2021-2025 Operating Plan and FY 2021 Operating Plan and Budget
Dear Councilors, I wanted to bring to your attention the ICANN org's response to ccNSO's concern that the draft FY 2021-2025 Operating Plan and FY 2021 Operating Plan and Budget were updated and adopted by the ICANN Board without an opportunity for further community input. As Keith is the GNSO Representative to Empowered Community Administration and John is the Chair of the GNSO Standing Committee on Budget & Operations, I defer to them to see if this could be a potential topic for the GNSO-ccNSO session at ICANN69. ccNSO raises an important point actually and to be honest one that I had missed, this is while well meaning setting a precedent that I feel we should be uncomfortable with as it either violates the bylaws process on budgets or at the least violates the spirit in which we created the budget process during the transition. Pam, I have reviewed the ccNSO’s 6 July Letter and ICANN Org’s 7 August Response. I believe that the subject of exploring solutions for engagement that can be used in exceptional circumstances impacting the process of adoption of the fiscal year plans is a good topic for the GNSO-ccNSO session at ICANN69.
