[council] Process of Adoption of the FY 2021-2025 Operating Plan and FY 2021 Operating Plan and Budget

Dear Councilors, I wanted to bring to your attention the ICANN org's response to ccNSO's concern that the draft FY 2021-2025 Operating Plan and FY 2021 Operating Plan and Budget were updated and adopted by the ICANN Board without an opportunity for further community input. As Keith is the GNSO Representative to Empowered Community Administration and John is the Chair of the GNSO Standing Committee on Budget & Operations, I defer to them to see if this could be a potential topic for the GNSO-ccNSO session at ICANN69.
