I have proposed a few edits: Letter 1 – Bulk Registration I think it would be helpful to give a couple of non-exhaustive examples of the type of measures we are thinking of, for the third bullet. I have also suggested we specifically ask for member-input on the definition of bulk registration, if there is no agreed group definition. Finally, a question, arising from an IPC member’s input, which I have included as a comment. I think there may be some benefit to addressing this letter more widely, including to the ccNSO and IPC/BC, all of whom might have relevant input to inform on this issue of the impact of bulk registrations. Letter 2 - DNS Abuse Reporting / Action & Enforcement With regard to the Suggested Standards document, I don’t think the draft reflects the Small Team recommendation, which is to encourage this work to be taken forward, together with ICANN Compliance, not simply to be given an update if this is pursued. Hi Susan- a couple of comments and questions here: As discussed in the council meeting, the broader community has already provided input on bulk transfers in their initial feedback to the small team (see feedback from ALAC as an example). The point of this letter is to consult registrars who actually interact with registrants to facilitate the registrations. I don’t believe addressing this letter more widely aligns with the intent of the Small Team recommendations. When you say member input- do you mean asking registrars in the letter for a definition or taking this question back to the small team? Adding some non-exhaustive illustrative examples of bulk transfers makes sense to me. On letter 2, I don’t believe the small team recommends contractual revision, it just highlights potential issues with the contract and recommends consulting with contracted parties. Thanks Greg. I have proposed the actual wording for the suggested edits in the Google doc, but realise that may not have been clear from my initial email. On the member input on the definition – my thinking was that if the groups being addressed in the letter do not have an agreed group definition of what they consider to be “bulk” then the input of their members as to how they individually define “bulk” could nevertheless be useful. I just wanted to avoid the situation where we get a response that “our group/organisation does not have a definition”. On the second letter, my reading of the ST Report is that it recommended that work does go ahead on the Suggested Standards, as distinct from the contract amendment. Council cannot obviously make the contracted parties do this, but can recommend/encourage. The wording in the ST report is in the summary of rec #4 (p 4): “In addition, this letter should request that Contracted Parties initiate work on the “Suggested Standards” document (see here for further details), in consultation with ICANN Compliance” and In section 4 of the fuller recommendation (p 16): “The small team recommends that the Council reaches out, via a letter, to the RrSG and RySG to share the findings of the small team and requests feedback on how these potential gaps can be best addressed. In addition, this letter should request that Contracted Parties initiate work on the “Suggested Standards” document as outlined above, in consultation with ICANN Compliance.” Hope that clarifies. To address a particular point in Susan's comment ahead of time: there is prior agreement that we will not take these letters for further community comment outside of the Council at this moment. Any relevant discussion will be kept to this list. Our next point of broader community interaction will take place when we receive an answer to our questions relating to bulk registrations. In other words, these concerns are already built into the process and the community will be able to provide input in the future as we build potential solutions to the identified issues. Hi all, Sorry, late to the party, hope a belated Happy New Year 2023 wish makes up for it. My thanks to Susan, Greg and Mark for all the input/edits herein; as with Susan and Paul, I think it looks good, certainly better than before! As to my one last comment in the second last para insert/edit by Mark, the word "definitions" is used, I wonder if we should replace this with "descriptions" to simply remove possible limitations on a 'formal definition' to include 'working descriptions'. As to my one last comment in the second last para insert/edit by Mark, the word "definitions" is used, I wonder if we should replace this with "descriptions" to simply remove possible limitations on a 'formal definition' to include 'working descriptions'. But I am not going to quibble over this if folks think "definitions" is better.
