Having just participated in the ICANN Webinar of the WhoIs Disclosure System, I am wondering whether the Small Team that has been working on this could bring the Design Paper to the full Council for discussion. There were a number of comments from registrars re increasing utility of the system in order to encourage voluntary participation.
