Hi Sebastien and everyone, There was an informal gathering in Cancun this morning to try to put the 38 issues raised by the Board into "buckets". I think this was productive but it's clear the team also needs a small team "Assignment Form" and some formal convening by staff in accordance with the Small Team guidelines. Some Councilors are still joining this small team (including most recently Sebastien and Nacho) and they will all need to review the work that was done this morning. I think it's important for participants on the small team to agree on the "buckets". Councilors participating this morning were Kurt, Susan, Tomslin, and me. Sorry if I missed naming a Councilor who was present - I was late to the party. If time permits, perhaps Susan can share the general categories of "buckets" that were created during our GNSO Council wrap-up session. But hopefully a draft Assignment Form will be forthcoming and we can start the process of being convened by staff. If it's helpful to drafting the Assignment Form, i am seeing the following: 1. Board request to GNSO Council to review and respond to its "scorecard" of 38 issues raised by the Board in connection with the Sub Pro Final Report. 2. Initial Triage Small Team to consist of any Councilor willing to volunteer time and effort on the triage. Sub Pro experience appreciated but not required. 3. Triage to consist of (a) categorization of issues into "buckets" for rapid handling - perhaps by different subsets of the Triage Small Team? (b) categorization of the issues into either (1) clarification of policy (2) implementation to be assigned to the IRT (3) possible policy changes involving a further policy process yet to be defined. (c) brief consultation with the Board reps (Avri and Becky) to confirm the categories. (d) Return to the full Council with recommendations as to how to proceed with respect to each category. (Can we get a target for the timing of this?) (e) Return to the full Council with recommendations for including the broader community for input with respect to any necessary policy issues. 4. Propose a timeline for completing the work and resolving all issues with the Board. Above thoughts are designed to assist staff with drafting a Small Team Assignment Form and are not intended to preempt input from other Councilors as to how that form should read. Thanks for this update Anne. I kept trying to find out where this group was meeting as I indicated I wanted to participate. Without the background of your conversation, I don’t really understand what much of your email is about. It seems to presuppose that an Assignment Form has been decided upon and seems to have leaped ahead to a process. I think we should take a step back and at least allow the entire small team in on these initial discussions instead of have a subset meet on its own. This is going to be complex enough without having a small team and an additional small team. 1. Board request to GNSO Council to review and respond to its "scorecard" of 38 issues raised by the Board in connection with the Sub Pro Final Report.
2. Initial Triage Small Team to consist of any Councilor willing to volunteer time and effort on the triage. Sub Pro experience appreciated but not required. 3. Triage to consist of (a) categorization of issues into "buckets" for rapid handling - perhaps by different subsets of the Triage Small Team? (b) categorization of the issues into either (1) clarification of policy (2) implementation to be assigned to the IRT (3) possible policy changes involving a further policy process yet to be defined. (c) brief consultation with the Board reps (Avri and Becky) to confirm the categories. (d) Return to the full Council with recommendations as to how to proceed with respect to each category. (Can we get a target for the timing of this?) (e) Return to the full Council with recommendations for including the broader community for input with respect to any necessary policy issues.
4. Propose a timeline for completing the work and resolving all issues with the Board.
Above thoughts are designed to assist staff with drafting a Small Team Assignment Form and are not intended to preempt input from other Councilors as to how that form should read. We will also need to address the application of the GNSO Small Team transparency guidelines ASAP.
