All, I find it a little concerning that meetings are being scheduled during the Council sessions. Years back we deliberately created the weekend sessions to avoid conflict with other meetings. Now, with the new gTLDs, GAC meetings and this new session, we have more conflicts than prior to having the weekend sessions. I believe all council meetings should be mandatory for all councilors. We are supposed to be the policy arm of ICANN leading the bottom-up policy development process. But we cannot do our job without everyone being present even if it means having to forgo other meetings that may be of more interest to us. The weekend sessions are vital to ensuring good discussion and debate on the substance so that we can bring those back to our constituencies and stakeholder groups. I truly appreciate the efforts of Katim, the ICANN Board, the GAC and others to have this workshop focusing on Developing Countries and this is in no way a statement about that session, but am now very concerned at the facts that: 1. We are starting the meeting at noon on Saturday to accommodate Councilors that arrive late 2. We may not be meeting on Sunday afternoon given the recent announcement of the not-yet-scheduled Sunday afternoon with the Board-GAC; and 3. This new session on Sunday morning. So what time does that leave the Council on the weekend to get everything accomplished? There will be final reports of the PDP-WT, PEDNR, IRTP-B, a preliminary issues report for the UDRP, a discussion paper on abusive domain name practices, and whatever motions come our way. From my business and my personal perspective I'm also very much interested in the Summit on Developing Countries in particular with regards to the internet and ICT development aspects. To ensure council work as planned, I therefore like to suggest that the SG's/Constituencies - in case they like to attend the summit preparation - send Non-Council-members to this event.

We are supposed to be the policy arm of ICANN leading the bottom-up policy development process. But we cannot do our job without everyone being present even if it means having to forgo other meetings that may be of more interest to us. The weekend sessions are vital to ensuring good discussion and debate on the substance so that we can bring those back to our constituencies and stakeholder groups. I truly appreciate the efforts of Katim, the ICANN Board, the GAC and others to have this workshop focusing on Developing Countries and this is in no way a statement about that session, but am now very concerned at the facts that: 1. We are starting the meeting at noon on Saturday to accommodate Councilors that arrive late 2. We may not be meeting on Sunday afternoon given the recent announcement of the not-yet-scheduled Sunday afternoon with the Board-GAC; and 3. This new session on Sunday morning. So what time does that leave the Council on the weekend to get everything accomplished? There will be final reports of the PDP-WT, PEDNR, IRTP-B, a preliminary issues report for the UDRP, a discussion paper on abusive domain name practices, and whatever motions come our way. A powerful message Jeff, thanks. I expressed dismay in my initial response to Katim, because I too find it troublesome that not all Councillors can attend our weekend sessions. However, I would be against making any session mandatory for folks. We all have personal circumstances that may force us to miss meetings, be they our own interests or work issues or anything else. Being a volunteer on the Council is hard enough on each of us as it is, I do not think there should EVER be a case where a Councillor is obliged to be present (and what would be the punishment for those who aren't?). As Councillors, we all take our responsibilities to the body we serve very seriously. At least that's the feeling I get from working alongside you all. My suggestion: let's just trust people to be as responsible as possible, and give them some freedom to slip out of the room sometimes when there are other things of interest to them. So what time does that leave the Council on the weekend to get everything accomplished? There will be final reports of the PDP-WT, PEDNR, IRTP-B, a preliminary issues report for the UDRP, a discussion paper on abusive domain name practices, and whatever motions come our way.
So, what are the next steps?

We also have different priorities across our respective constituencies and SGs, which may at times think it's more important for someone to be present in x rather than y session. Hi, Greetings from a UN Commission on Science & Tech for Development meeting in Geneva, where I'm listening to government and government talk about the negative impacts and need for intergovernmental governance of the Internet, the many relevant activities of the ITU, etc. Seems a good setting to be thinking about an outreach meeting focused on developing countries. Katim, may I offer two suggestions for your consideration? First, we've had four Councilors say they'd like to participate in your meeting, and we've not heard yet from Rafik and others who may be as well. So there's clearly interest in what you're doing, which one would think it makes sense to cultivate and translate into engagement. So rather than asking SO/AC's to each do internal selection processes that might leave some people unhappy and artificially restrict the scope of participation in your effort, could you maybe consider just doing an open planning meeting? The turn-out is unlikely to be so large as to make the meeting unmanageable, and you could mobilize more energies… Second, either way, it'd presumably be desirable to schedule it at a time that doesn't directly conflict too much for the folks who are most interested in contributing. I don't know what feedback you're getting from other SO/ACs, but as you can see, Sunday morning's not great for those of us here. Katim, I couldn't agree more with Bill. Further, could you please clarify for me whether the prep meeting is a Board initiative or your own? I ask because your previous message led me to understand that this was an official Board request. If so, I would like to understand why the Board thinks it's OK to plan a meeting opposite our weekend GNSO sessions, which will already be severely disrupted at the Singapore meeting by the ongoing GAC/Board discussions? Don't get me wrong, as I stated before I support the cause you are championing and I know several Councillors are very keen to participate. However, as Council Chair, my priorities must go to the Council and to making sure that we are able to conduct our official business as best we can. As you know, GNSO Councillors are expected to attend the weekend sessions prior to the official ICANN meeting week and that often requires them to volunteer even more of their personal or (other) work time. Out of respect for them and the efforts the GNSO community as a whole puts into the ICANN process, I think we should be mindful of these things when we add extra sessions that may cause clashes to the planned ICANN meeting schedule.
