The DNSO funds were left over from contributions directly from the constituencies and were originally used to fund the DNSO secretariat and admin. Contributions by some constituencies were greater than others. A surplus was left at the time ICANN agreed to support a secretariat. The money is outside of the ICANN budget but held in trust by ICANN for the GNSO Council. We are able to decide on the use of funds in any way we choose. Philip (as former DNSO Names Council chair)
