Information on the Open Joint Sessions in Cairo
-- OPEN JOINT SESSIONS IN CAIRO The upcoming ICANN Cairo meeting will experiment a new session format called Open Joint Sessions. Organized jointly by gNSO, ccNSO, GAC and ALAC, their purpose is to foster interaction between the different constituencies on some key issues on the Agenda. The sessions are open to all ICANN attendees and will take place in the main room, under the chairmanship of the respective Chairs of the four involved SOs and ACs. The sessions will be moderated to encourage structured interaction but devoted to contributions from the floor. There will be two sessions on Monday afternoon and one session on Thursday morning. Monday afternoon : Initial interaction the first session, devoted to the expansion of the Domain Name Space, will address the two issues of new gTLDs and IDN ccTLDs, on the basis of the presentations by staff in the morning on the documents recently released (Draft Applicant Guidebook for new gTLDs <http://www.icann.org/en/topics/new-gtld-comments-en.htm> and Draft Implementation Plan for IDN ccTLD Fast Track <http://www.icann.org/en/topics/idn/fast-track/idn-cctld-implementation-plan-23oct08-en.pdf> ) the second session will be devoted to the Transition Action Plan, on the basis of the documents produced by the President's Strategic Committee (PSC) : the revised versions of the Transition Action Plan <http://www.icann.org/en/jpa/iic/action-plan-revised.htm> and Improving Institutional Confidence <http://www.icann.org/en/jpa/iic/improving-confidence-revised.htm> Although staff will be available to answer specific questions should the need arise, the purpose of these sessions is primarily to allow a direct, "trans-silo", interaction on key documents and major issues at stake between members of the Councils and Committees as well as all members of the community before they are discussed in the various constituency fora. It is hoped that the sessions will help identify the key points in the various documents that will most benefit from the opportunity of face-to-face interaction in Cairo and that they will trigger better understanding between the different constituencies on the potentially delicate issues. Thursday morning : reporting back A third session on Thursday morning will offer the opportunity to report back on discussions held during the week and to identify common issues of interest or concern within the Community and the way to address them moving forward. I wanted to provide some feedback on the open joint sessions. Positive points - it happened - it addressed genuine cross SO/AC issues Negative points - many issues were ill suited to a single SO/AC view and so the chair was unable to provide input - the event was a bit lack lustre because of this overly strong focus on the chairs - I did not agree with the populist proposal to have every SO under the sun here just because they exist. The event was intended to foster understanding on joint issues not be a platform for every SO/AC. Proposal Imagine a large empty room with one large round table with the full leadership of each organisation sitting ie the GNSO Council, CC council, the ALAC, the GAC leadership etc. It would be a big table - maybe three tiered in the style of UN security council with one lead. But it would be exciting if THIS group had answered the questions. Observers would sit around the group in outer circles, interacting as usual. Philip PS Glen would you be so kind as to forward this to Patrick Sharry also ?
Hi, Thanks for these, I will add them to the comments made yesterday in the meeting. The suggestions you offered are very similar to ones that have come from several directions - I think all realized quite quickly that we were not the ones who should have been up there since there was so little we could say. The round table proposal is the working model at the moment with about 6 people per AC/SO (divided by constituency or region depending on the group), but the logistics will need a bunch of work. a. I wonder if we should take the initiate to develop a proposal for an improved format for Mexico City? Hi, The Thursday GNSO meeting came up with some concrete proposals that I passed on to the other chairs. In essence the GNSO suggestions have been accepted: Format for first meeting - a round table format with constituency and region representatives (each of the ACSOs figures out its own mix). How this is done remains to be discussed. - 3 important bullets on the topic(s) from each of the ACSOs published before the meeting - Ranking of the priority of the topic(s) within the ACSO is also published Same sort of schedule - first meeting at the beginning of the week to share opinions - second meeting at the end to share feedback (this one might still invovle chairs) we did nt discuss it. Topic has not been set yet. Various sub-themes from 'fees' was used as an example during the meeting. So we essentially did as you recommended already, although if there is more to say, or if I missed the point, we can certainly go further. In that case I wold recommend a drafting team approach, with those who want to flesh the idea out further producing a proposal for the Council to consider. a.
