Tough one indeed. Somebody who buys in bulk tickets for events in order to sell them at a higher price close to the event date is called a “scalper", and according to Italian law is a criminal and can be prosecuted. Somebody who buys domain names in bulk in order to sell them at a higher price is called a "domain investor" and is considered a legitimate business person.
