The biggest hurdle is that CPH employees are not allowed by law to investigate CSAM complaints. They would be breaking the law. But on the positive side, registrars and registries can rely on trusted reporters like Inhope, and IWF (mentioned in the article). Dear Jonathan Zuck, Some quick comments on the Inferential Analysis on the "Registration Attributes" listed as problem areas. Many of the attributes listed aren't quite black as in Black or White. Free API Free bulk search features are no longer necessary for malicious actors. The free versions of A.I. could fulfil the malignant needs spectacularly; Available payment methods: Cryptocurrency is here to stay. If the payment is inevitably anonymous, aren't there other ways of verifying the Registrant? Estimated prices and Discounts & Pricing terms: The reverse correlation between price and the scale of malignant registratrations is true, but increasing the cost of domain registration and renewal alone would not be a significantly sufficient measure. Free web hosting If the Internet is for Everyone, some of these services may have to be monetarily free, or at least affordable; Free Web Hosting is not the problem, but automated free web hosting would certainly be a problem. and free web hosting on a cost recovery model with embedded malicious code or an embedded AD api that indiscriminately flashes malignant links to malignant commercial operators (for instance) is the problem; In other words, the issue is not related to free web hosting per se, but freedom from even non-penal accountability for free web hosting and the inability of the DNS to monitor who is offering various services is the problem.
