The biggest hurdle is that CPH employees are not allowed by law to investigate CSAM complaints. They would be breaking the law. But on the positive side, registrars and registries can rely on trusted reporters like Inhope, and IWF (mentioned in the article). And even if they do, wouldn't there be differences between what one Registrar or Webhost consider as offensive and what another considers as offensive? Or would the UK Government scan, examine and mark what is offensive? Wouldn't this and other measures, (if and when agreed as not excessive) require a standardized measure and standardized processes?
