Fwd: [CWG-Stewardship] Statement from CWG IANA Stewardship Transition meeting in Istanbul
All, Here's a link to the Chairs' statement regarding the Face-to-Face meeting of the CWG on IANA Stewardship in Istanbul last week. In addition to the Chair's statement, I'd like to add the following observations: It was a very productive meeting, on several fronts. First, the operational and day-to-day oversight aspects of the post-transition set-up received significant attention. These aspects are primarily being worked on in small "Design Teams," which are intended to work quickly on relatively small aspects of the overall plan and to bring their work back to the full CWG for review and comment. Several of the Design Teams reported on their progress and brought draft deliverables back to the CWG during the meeting. Second, we received excellent legal advice from Sidley & Austin, which was sorely needed to sort through the different overall models being proposed. Without independent legal advice, we had reached a "logjam" situation on sorting through the various models. As a result of our discussions with the benefit of legal advice, the CWG eliminated the two Trust-based proposals, and put the "Contract Co." proposal off to the side, in order to focus on two "internal" models, including one in which IANA would be in a subsidiary (or controlled affiliate) of ICANN. (This could also leave the door open to this subsidiary/affiliate being controlled by a group including the IETF and the RIRs.) An internal model depends to a much greater extent on robust accountability mechanisms than an external model would. In an internal model, there is no external contracting party that can use contractual rights and powers to enforce multistakeholder demands. Therefore, the linkage between the CWG-Stewardship and the CCWG-Accountability is much more important. Fortunately, the two working groups have become increasingly synchronized and collaborative, increasing the CWG's comfort level in examining (and potentially recommending) an "internal" model. Given the good, hard work done in Istanbul (and on the road to Istanbul), I am cautiously optimistic that the CWG will meet its revised deadline of April 20 to release a revised RFP Response for public comment.
