Thanks for the update Marika. Heather Dryden, chair of the GAC, just sent Byron and Jonathan a message on where the GAC stands on the CWG. In it she said that "At this point I can express GAC's sincere interest in pursuing the matter, meaning that the GAC leadership will present a proposal regarding the Cross-Community Working Group for adoption by the GAC, followed by appointment of GAC participants. I will keep you posted on these developments from the GAC side in a timely manner." So I think this completes the roundup of where the participating communities stand. I take it that the October 13 meeting is now fixed. Now it's up to the participating SO/AC's to finish the process of selecting members. How would you foresee the call for observers you have prepared being distributed? It would be useful for it to go out rather quickly so that the word might get out. Hi Allan, Marika and I discussed timing. Currently most SO and Acs are looking for volunteers ( either as member or observer). Sending out a call for observers independent of this process may cause confusion, hence the idea to send out this general call for observers post closure of call for embers/observers from the SO and Acs ( sometimes mid-September). I don't think the GAC is as advanced as us. I spoke briefly to Heather today and mentioned that the first meeting of the CWG would be on the Monday at ICANN 51. I did not get the impression that they would have their representatives chosen, or even the charter approved by then. I did emphasize the importance of having someone from the GAC at the meeting to signal solidarity. She well understood the point but would not commit beyond saying that she would do what she could. You probably know that he term as chair will end in Los Angeles and the GAC is currently running a process to choose her successor. Of course, nothing would prevent interested GAC members to join before that time as observers. If any of those observers are later selected as members, they can just be listed as such. Staff's idea was to try and schedule a first meeting of the CWG early October via conference call to allow for some initial introductions as well as discussions around the agenda for the F2F meeting in Los Angeles do you all think that is feasible or should the first meeting happen in LA? I think a teleconference meeting in advance of L.A. and an in-person meeting in L.A. should both happen. I think unaligned observers could be handled in different ways. One way is certainly to allow them to directly participate in the CWG. Another way would be to have them participate via existing organizations. A third way would be some combination of the first two. I personally lean toward the second approach because I think it simplifies the work of the CWG. But for that to work, most of the existing SGs, Constituencies, ALAC and ccNSO may have to modify their processes and procedures to include unaligned participants. What I proposed to the RySG (and it hasn't been accepted yet) is that we modify our procedures for the Stewardship CWG to allow registries or applicants who have not joined as members or observers to participate fully in the stewardship discussions. Then we would develop our positions with the expanded group participation. I think the BC could do something along those lines for businesses. The NCSG could as well for non-profit organizations. As could the ISPs and IPC. I think the ccNSO already allows non-members to participate so I don't know whether they need to make any adjustments. We could also enlist help from organizations like ISOC to get input from the non-aligned stakeholders. I am comfortable with a hybrid approach. In many ways it is best if these 'outsiders' can be brought into being 'insiders'. And all sorts of outreach and co-option as you suggest should be done. But there are also those who are non-joiners or are displeased with the way our insides are structured, who would prefer to remain outsiders participating as outsiders. We need to be sure to be open to them as well. avri
I am not yet convinced (but maybe could be) that we should accommodate 'non-joiners' as you suggest. I am not suggesting that they would formally have to join applicable groups but only that they would be allowed to participate in those groups' processes for this effort. My concern is that it might greatly complicate the work of the CWG if there are lots of non-joiners participating as individuals while the SGs, Cs, etc. are participating via representatives of commonly situated groups. How would we manage that efficiently? Hi, I think allowing for non-joiners and other exceptions is the only way to achieve "open to and inclusive of all stakeholders interested in participating in the development of the proposal" As the RFP indicates:
Proposals should be supported by the broad range of stakeholders participating in the proposal development process. Proposals should be developed through a transparent process that is open to and inclusive of all stakeholders interested in partici pating in the development of the proposal. In order to help the ICG maintain its light coordination role, all interested and affected parties are strongly encouraged to participate directly in these communi ty processes

I am comfortable with a hybrid approach.
In many ways it is best if these 'outsiders' can be brought into being 'insiders'. And all sorts of outreach and co-option as you suggest should be done.
But there are also those who are non-joiners or are displeased with the way our insides are structured, who would prefer to remain outsiders participating as outsiders. We need to be sure to be open to them as well.

Hi, Yes, I believe I am saying that requiring everyone to be a member of a AC/SO/SG/C does not include everyone who may have a stake and may be interested in the future of names. I am not saying there isn't a category that they could be shoved into, but if they don't decide to join, they are still stakeholders.
