In the GNSO, each Stakeholder Group was responsible for identifying one member. Chuck's announcement to the mailing list was the confirmation of the outcome of the Registry Stakeholder Group process. I assume that as the CWG was already underway, the RySG felt it more timely to communicate so directly to the CWG instead of going via the GNSO Secretariat first (but Chuck can correct me if I am wrong).
