That has been my understanding as well. During that stock taking, there might ne identification of things needed to be changed because NTIA falls out the (operational) loop. Observation: I see about 20 messages speculating about a possible undesirable outcome. Discussiong the outcome while the DT hasn't been formed nor started seems premature to me. In the end this group can always throw away the proposals whether it is from an "official" DT or not. jaap
