Thanks for the clarification Andrew. My understanding is that the purpose of testing was to validate that proposed SLEs are reasonably achievable. I suppose that could occur after the transition but what is to prevent it from taking a very long time or not happening at all. It seems to me that, if the SLEs are left exactly the same as they are with only a change in who monitors them, it's not a change that anyone at IANA could possibly buck. If instead at the same time the transition happens IANA also has to make different commitments as to what it will monitor and what the targets will be, they have a reason to be cautious. That's all I was saying. From the response, it sounds like I'm in the rough, but it seems to me that if IANA has a problem achieving these new requirements then we do too.
