Colleagues, As I mentioned on the last call - SAC068 SSAC Report on the IANA Functions Contract - has been finalized and will (in the next day or so) be published online @ https://www.icann.org/resources/pages/documents-2012-02-25-en <https://www.icann.org/resources/pages/documents-2012-02-25-en> Please watch out for it... In this document, the SSAC identifies key aspects of the relationship between the U.S. Government’s National Telecommunications and Information Administration (NTIA) and the Internet Corporation for Assigned Names and Numbers (ICANN) as defined by the Internet Assigned Numbers Authority (IANA) Functions Contract. Given the very short deadline that this CWG has to develop and publish a document, might I be so bold to ask that we try to pickup the pace of discussion on this list ahead of our meetings in Los Angeles. To get things started, might I suggest we go through the round of introductions, agree review required reference texts, discuss possible leadership positions (chair, vice-chair?) that we might want to establish, and agree to the agenda before we meet next week. In terms of introductions - might I suggest that in addition to a short bio, that members of this group also mention - their constituency & affiliation, experience in ICANN WG’s, reason/interest to be on this CWG, their familiarity with the IANA function & contract, your availability over the next 3 months to actively contribute and in what capacity you think you will be able to engage. Robert, With regard to IANA CWG chairs and/or co-chairs, Jonathan has said he is available to chair or co-chair the CWG and my understanding is that the ccNSO will be providing a possible co-chair. It seems reasonable to me that each of the naming SO’s provide co-chairs because they are directly impacted. Does anyone oppose that. We could also have some vice chairs from other groups if there is support for that. Regarding every providing a bio, I am not opposed to that and I could certainly do that but that is not a usual practice in the GNSO. In GNSO WGs everyone is required to submit an SOI and I think those are already available for most participants from the GNSO. SOIs are not equivalent to bio’s but they at least identify potential conflicts of interest, which is important to be transparent about. If the group wants bios, I will provide one. For myself, I plan to participate as an observer as part of a small team of RySG participants, one of which will be designated as the official rep from the RySG. Because Verisign is involved in the root server processes, I am quite familiar with the IANA processes for names. I would like to assume that everyone who has volunteered for this CWG is willing and able to commit the time. But as happens in every WG I have ever been involved in, some will commit more time than others. I think the key is to have all major stakeholder groups represented regularly even if it is not always the same person and that the representatives serve as liaisons with the groups they represent so that there is good buy-in all the way along. Suffice it to say - good to have Verisign participating in this group. Would be keen to get your recommendations on reference documents (ie. IANA contract) that you would recommend those less familiar with IANA get acquainted with ahead of our meeting next week.
