FW: ICANN News Alert -- The Georgian Script Community Forms Generation Panel for Developing the Root Zone Label Generation Rules (LGR)
And while the news keep coming from other regions, can we do something in our region? @Dmitry Kohmanyuk, it’s obvious that You don’t have the time to do our repertoire. So, anybody else volunteer for this task? If there is no one, I can do the repertoire in a next few days. Please, find attached all tables that we had in past few months. Do I miss something here? Yes, we are not considering doc files yet, and su table (it’s our goal). Please, check the tables and if there is no comment until Tuesday, and no volunteers for combining them, I will do the repertoire by Friday next week. Regards, Dusan From: ICANN News Alert [mailto:no-reply@external.icann.org] Sent: Saturday, June 18, 2016 3:00 AM To: dusan@dukes.in.rs Subject: ICANN News Alert -- The Georgian Script Community Forms Generation Panel for Developing the Root Zone Label Generation Rules (LGR) <http://www.icann.org/> News Alert <https://www.icann.org/news/announcement-2016-06-17-en> https://www.icann.org/news/announcement-2016-06-17-en _____ The Georgian Script Community Forms Generation Panel for Developing the Root Zone Label Generation Rules (LGR) 17 June 2016 ICANN is pleased to announce the formation of the Generation Panel to develop Root Zone Label Generation Rules (LGR) for the Georgian script. Following the <https://www.icann.org/news/announcement-2013-07-11-en> Call for Generation Panels to Develop Root Zone Label Generation Rules, on 2 June 2016 the Georgian script community submitted to ICANN the <https://www.icann.org/en/system/files/files/georgian-script-lgr-proposal-17j...> Proposal for Generation Panel for Georgian Script Label Generation Ruleset for the Root Zone [DFP, 392 KB]. ICANN staff has reviewed the proposal including panel composition and scope, to ensure that requirements set forth in the <https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> LGR Procedure [PDF, 772 KB], and in particular the criteria set forth in the <https://www.icann.org/news/announcement-2013-07-11-en> Call for Generation Panels to Develop Root Zone Label Generation Rules, are fulfilled. "On behalf of ICANN we are grateful to the Georgian script community for volunteering to develop the Georgian script LGR proposal for the Root Zone," said Sarmad Hussain from the IDN Program at ICANN. With composition and work plan approved, the Georgian script Generation Panel will start its work on the label generation rules. According to the <https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> LGR Procedure [PDF, 772 KB], the starting point of any Generation Panel's work is the Maximal Starting Repertoire (MSR), with its second version ( <https://www.icann.org/news/announcement-2-2015-04-27-en> MSR-2) released on 27 April 2015. The full specification of Generation Panel's tasks can be found in the <https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> LGR Procedure [PDF, 772 KB] in particular, Section B.3 "Variant Rule Generation Procedure". As a reminder, and to highlight the importance of script community involvement required in the development of the IDN Root Zone LGR, we would like to reiterate the <https://www.icann.org/news/announcement-2013-07-11-en> Call for Generation Panels to Develop Root Zone Label Generation Rules. A successful development of the Root Zone LGR depends on having Generation Panels for each script represented in the Root Zone. In addition to ongoing efforts by the communities for Chinese, Cyrillic, Ethiopic, Georgian, Greek, Japanese, Khmer, Korean, Lao, Latin, Neo-Brahmi and Thai, Generation Panel formation is expected to cover other scripts including Hebrew, Myanmar, Sinhala and Tibetan. For further information on how to form a Generation Panel, please refer to the <https://www.icann.org/news/announcement-2013-07-11-en> Call for Generation Panels to Develop Root Zone Label Generation Rules and to the additional supporting documentation provided on the <https://community.icann.org/display/croscomlgrprocedure/Root+Zone+LGR+Projec...> Root Zone LGR Project website. Hi Dusan and all, thanks for this gentle reminder :-) I have compiled all the characters in Cyrillic tables (not Greek and Georgian) into common table “which letter used where?”. See below. Ukrainian table had four extra characters which were removed (they are at the end of edited table.) Additionally, I created table for Belarus alphabet (as it has only one letter not found in Ukrainian and Russian scripts.) I would email some files (modified tables in machine-readable form and my little Perl script.) Enjoy :) As a reminder, we still miss Kazakh and Mongolian alphabets. As both corresponding countries have IDN ccTLDs delegated, need to fix this. Perhaps there are volunteers? Dear Dmitry, Thanks for this work! You probably know that I am direct person, and sorry about “kind” reminder. Please, can You rename file with table and send solely again, my mail client thinks it’s dangerous J Also, we have representatives from Mongolia here? Enkhbold Gombo, please, can You send to the list required table for Mongolia? On the other hand, Pavel Gusev is from Kazakhstan (from proposal), but I couldn’t find any mail from him. If anyone of You have contact with him, please can You ask him about the table. Thank You. If there is no answers, we can use IANA tables… Cheers, Dusan From: Dmitry Kohmanyuk [mailto:dk@hostmaster.ua] Sent: Sunday, June 19, 2016 5:16 PM To: Dusan Stojicevic <dusan@dukes.in.rs> Cc: CyrillicGP@icann.org Subject: Re: FW: [Cyrillicgp] ICANN News Alert -- The Georgian Script Community Forms Generation Panel for Developing the Root Zone Label Generation Rules (LGR) On Jun 18, 2016, at 1:24 PM, Dusan Stojicevic <dusan@dukes.in.rs <mailto:dusan@dukes.in.rs> > wrote: And while the news keep coming from other regions, can we do something in our region? @Dmitry Kohmanyuk, it’s obvious that You don’t have the time to do our repertoire. Attached are two text files: all tables without “SU” and same but with it. I think we should refrain from using SU TLD except for cross-checking: it is not a language, it is not a country for twenty years, and it has double amount of characters then our present tables: Dmitrys-MacBook:cyrillic-wg dmitrykohmanyuk$ grep U- *txt chars-all.txt:U- :BG:BY:KG:MK:RS:RU:UA chars-su.txt:U- :BG:BY:KG:MK:RS:RU:SU:UA Dmitrys-MacBook:cyrillic-wg dmitrykohmanyuk$ wc *txt 61 131 1348 chars-all.txt 100 210 1954 chars-su.txt 161 341 3302 total Dmitrys-MacBook:cyrillic-wg dmitrykohmanyuk$ Let’s add Mongol and Kazakh alphabets ASAP.
Hello to everyone. Dmitry, thanks a lot for the work you've done. But I would like to draw attention that the Ukrainian and Belarusian tables do not contain U+02BC (#MODIFIER LETTER APOSTROPHE) therefore, in our opinion, they can not be considered as completed. We offer to include U+02BC (#MODIFIER LETTER APOSTROPHE) in both tables. This will provide an opportunity to register domains with MODIFIER LETTER APOSTROPHE in there. For example, Ukrainian word мʼясо (meat) needs an apostrophe to be used, just as Belarusian надворʼе (weather) or зʼява (nature phenomenon) or дʼябл (devil) or сузорʼе (constellation) etc. Just in case, i would like to attach IDN table for ccTLD .БЕЛ (xn--90ais) featuring all codepoints for both Russian and Belarusian alphabets. 19.06.2016 18:15, Dmitry Kohmanyuk пишет:

Hi Alex, Thanks for your comment. I noticed lack of apostrophe in Ukrainian table and I am not a native Belarus speaker (can only read) I wasn't exactly sure if apostrophe is in it as well. My work here was to compile a "union set" from tables given by Dusan. I can edit them and add U+02BC to BY and UA. And thanks for your table. As we have tables for languages, not domains: joint table used by БЕЛ wouldn't be so useful except if edited (like table for УКР, or for UA IDNs.) PS are you planning to attend Helsinki meeting? -- dk@

Dear Alex, As it was written in proposal, we are working under MSR-2, which doesn’t include letter Apostrophe. All we can do is to propose to ICANN to include this letter under MSR-3, which is my strong opinion that we must do not only for this letter. Only when MSR-3 is on the table, we can add some extra effort to solve this issue entirely. See our Proposal… (point 4.2, I think). Also, this issue, and bunch of other similar issues already mentioned on the list, are the right proof why we need to work as fast as we can and to engage more to be able to reflect reality in Root Zone. Dear Alex, Thanks, and I totally agree with You and all of You from Belarus (and Ukraine also, on this matter). We are going in that direction, to solve the issue, but the real issue here is how fast we can go. We are waiting for tables from Mongolia and Kazakhstan. If there is none by Thursday, I will extract them from IANA tables. 19.06.2016 18:15, Dmitry Kohmanyuk пишет: On Jun 18, 2016, at 1:24 PM, Dusan Stojicevic <dusan@dukes.in.rs <mailto:dusan@dukes.in.rs> > wrote: And while the news keep coming from other regions, can we do something in our region? @Dmitry Kohmanyuk, it’s obvious that You don’t have the time to do our repertoire. Dear Dusan,
thanks for clarifications. Here in Belarus we are absolutely convinced apostrophe should be included in LGR finally and i am glad this is not the point for discution any longer.
My position is the same. We can prepare tables with it but it would be removed anyway by integration panel.
Dear Dmitry,
As Sergey has already said we will be in Helsinki, we could follow up in there)
For sure. Would be glad to meet you all.
With regards, Alex Khmyl.

Dear Alex,
As it was written in proposal, we are working under MSR-2, which doesn’t include letter Apostrophe.
Apostrophe was the subject on this list last year (please, see archive).
I hope this was useful and explain the matter, Dusan
