Hello All, For ease of reference, here is a link to the list of names for IGOs and the International Red Cross and Red Crescent Movement that are reserved for post-2012 gTLDs. https://www.icann.org/sites/default/files/packages/reserved-names/ReservedN… The reason for the two columns is to show the ASCII representation of IDNs in the DNS where the original name is made up of non-ASCII characters. Slides and Agenda for the GAC-GNSO Facilitated Dialogue on IGO Protections

Hello All, It has taken me a whole to think about how best to facilitate a discussion on this complex topic. Attached are some slides that set context and also a flow for discussion. I propose to break the discussion into 4 phases. We may not have time to cover all the phases. The phases are: (1) Reservation - clarify current provisions around reservation of names, and also get input from both GAC and GNSO on this topic (2) Notice - clarify the positions of the GNSO and GAC on the form and duration of notice when an IGO acronym is registered (3) Dispute resolution - this is the subject of a current PDP and an initial report has been published with Draft recommendations. This will allow the PDP to take input from the GAC and the working party members to explain how they have taken the GAC advice into account so far (4) Appeals - this is the subject of a current PDP and an initial report has been published with Draft recommendations. I will be available at 6pm outside the meeting room for anyone that wants to get together and run through the agenda. The style will be similar to the style of the session on Saturday morning. GNSO procedure for making a change to policy recommendations that have not yet been approved by the ICANN Board

Hello All, For information, the GNSO Policy Development Process Manual available at: https://gnso.icann.org/en/council/annex-2-pdp-manual-01sep16-en.pdf Has a procedure for dealing with the current situation. "16. Amendments or Modifications of Approved Policies Approved GNSO Council policies may be modified or amended by the GNSO Council at any time prior to the final approval by the ICANN Board as follows: 1. The PDP Team is reconvened or, if disbanded, reformed, and should be consulted with regards to the proposed amendments or modifications; 2. The proposed amendments or modifications are posted for public comment for not less than thirty (30) days; 3. The GNSO Council approves of such amendments or modifications with a Supermajority Vote of both Houses in favour. Approved GNSO Council policies that have been adopted by the ICANN Board and have been implemented by ICANN Staff may only be amended by the initiation of a new PDP on the issue." The Gambia Red Cross Society

Hello All, Just as a matter of interest - since we randomly ended up discussing The Gambia Red Cross Society as an example this morning, here is their website: http://www.redcross.gm/ The Gambia Red Cross Society was established by an act of parliament as a voluntary relief organization, auxiliary to the public authority, particularly to the Medical Service of the Armed Forces in accordance with the Geneva Conventions. It started as a branch of the British Red Cross in 1948, and became a recognized independent National Society (NS) in 1966 when the government of The Gambia ratified the act. The Gambia Red Cross Society has several thousands of members and active volunteers. The statues were last reviewed and approved at the General Assembly in 2010. The national office is located in Kanifing; there is 22 full time staff at the office (October 2009). There is a branch office in each of the administrative regions and municipalities; they are managed by a branch officer bringing the total number of staff to 29. The Gambia Red Cross Society was recognized by the International Federation of Red Cross and Red Crescent IFRC in 1974 and the International Committee of Red Cross ICRC in 1975. In all its actions is guided by the vision and mission as well as the Red Cross Movement seven basic fundamental principles. In relations to the public authorities, The Gambia Red Cross maintains its autonomy, which allows it to act at all times in accordance with the fundamental principles of the Red Cross Movement. Context and agenda for Red Cross discussion tomorrow

Hello All, I have put together a few slides to help set the framework for discussion. I have extracted relevant sections of the bylaws that relate to applicable law and the global public interest. I envisage a rough flow as flows: - Introduction – context and problem statement – Bruce Tonkin - 5 mins - The form and extent of protections considered appropriate in this instance by the GNSO – GNSO delegation - 5 mins - The form and extent of protections considered appropriate in this instance by the GAC as reflected in GAC public policy advice - GAC delegation - 5 mins - GNSO to identify how the GAC advice has been take into account so far - GNSO delegation - 5 mins - Dialogue about possible solutions to resolve the conflicting positions - Next steps (last 10 mins) I expect that we will use the first 20 mins or so to introduce the topic and get comments from the GNSO and GAC delegations as above. Then we will have an hour to discuss possible resolution of the conflicting position. In the final 10 mins I will summarize the results of the discussion and the next steps. Regards, Bruce Tonkin
