If memory serves, I would prefer that we order the "following matters" according to the sequence in which they were discussed, which was 4, 2, 1, 3.
Yes – good idea.
Also, in the Resolved clause, are there any objections to including this phrase: "...these factors and..."
Immediately preceding: "...the public policy advice to reserve..."
