Dear Empowered Community Administration (ECA), The NRO, acting as the ASO, values the ALAC's utilization of the Community Reconsideration mechanism within the Empowered Community framework as a way of raising this important issue of ICANN’s adherence to its bylaws regarding its accountability and transparency obligations. Following the principles of the ASO procedures for the ICANN Empowered Community, we disseminated information to the RIRs members and broader numbering community about the Community Reconsideration Petition. Upon deliberation and review by the NRO Executive Council, we have determined that the ASO aligns with the concerns articulated by the ccNSO in their July 9th letter to the ECA and therefore not support ALAC’s Community Reconsideration Request. We concur that the ongoing cycle of bylaw-mandated reviews has become unsustainable, with overlapping initiatives impeding efficient implementation. We acknowledge ALAC’s reasonable concern with the atypical approach taken by the ICANN Board in this matter but are of the view that it is a good way forward for the community to pause the present reviews as suggested and undertake a comprehensive assessment of the review system prior to embarking on additional reviews, including ATRT4.
