Dear Empowered Community Administration representatives, Under the ICANN Bylaws, delivery of the Secretary’s Notice on 11 November: (1) requires Decisional Participants to “promptly inform their constituents” of the delivery of such notice; and (2) triggers an Approval Action Community Forum to be convened and concluded during the period beginning upon the Approval Action Board Notification Date (11 November 2024) and ending at 23:59 (PST) on the 30th day after the Approval Action Board Notification Date (11 December 2024); or during the next scheduled ICANN public meeting (ICANN81). Please refer to Article 1.2, Annex D of the ICANN Bylaws for additional details on the Empowered Community Approval Process https://www.icann.org/resources/pages/governance/bylaws-en/#annexD and note that an Approval Action Community Forum is convened at the direction of the EC Administration. As the ccNSO, GNSO, and GAC representatives have expressed support on the mailing list for hosting an Approval Action Community Forum at ICANN81, support staff for the Empowered Community Administration have worked with the ICANN81 planning team to publish the Community Forum on the public ICANN81 schedule. The Approval Action Community Forum will be held on Thursday, 14 November 2024 at 06:00-07:00 UTC (09:00-10:00 Istanbul time). You may expect a subsequent email shortly regarding Community Forum logistics. Following the expiration of the Approval Action Community Forum Period (11 December 2024), the 21-day Approval Action Decision Period will begin, expiring at 23:59 PST on Wednesday, 1 January 2025. Because this Decision Period is scheduled to conclude over a widely-observed holiday period, if the Empowered Community is interested in an extension of the expiration until Wednesday, 8 January 2025, ICANN will confirm in writing its agreement to such an extension. Before the Approval Action Decision Period expires, each Decisional Participant has the responsibility to inform the EC Administration in writing as to whether it supports or objects to the Approval Action; or it has determined to abstain from the matter. If a Decisional Participant does not inform the EC Administration in time, it shall be deemed to have abstained. To approve an Approval Action, and for these Fundamental Bylaws Amendments to be effective, the following is required: * At least 3 Decisional Participants supporting the Approval Action, and * No more than 1 Decisional Participant objecting to the Approval Action We will be happy to assist with any questions you may have about the process, please just let us know.
