Approval Action Community Forum: Board Approval of Fundamental Bylaws Amendments to Articles 17 and 18 of the ICANN Bylaws
Dear Empowered Community Administration representatives, Under the ICANN Bylaws, delivery of the Secretary’s Notice on 08 May: (1) requires Decisional Participants to “promptly inform their constituents” of the delivery of such notice; and (2) triggers an Approval Action Community Forum, regarding the Fundamental Bylaws Amendments relating to the Customer Standing Committee and IANA Naming Function Review, to be convened and concluded during the period beginning upon the Approval Action Board Notification Date (11 May 2026) and ending at 11:59 pm (PDT) on the 30th day after the Approval Action Board Notification Date (09 June 2026); or during the next scheduled ICANN public meeting (ICANN86). The Approval Action Community Forum is convened at the direction of the EC Administration. Please let support staff know whether the EC Administration would like to convene an Approval Action Community Forum on the Fundamental Bylaws Amendments mentioned above. If this is the case, please also indicate whether the Empowered Community Administration prefers to have this Approval Action Community Forum in the form of a teleconference to be held before 09 June 2026, or as an in-person meeting during ICANN86. If an in-person meeting is requested, please inform support staff by Friday, 22 May 2026, to allow time to finalize the placeholder session tentatively scheduled for Thursday, 11 June on the ICANN86 schedule. Dear Christian I've spoken with the Chairs of gNSO, ASO, GAC and ALAC, and we agreed it would be best to hold the Approval Action Community Forum on the Fundamental Bylaws Amendments during ICANN86. Even though we don't foresee any issues with the amendments, we believe it is important to give the community a chance to express themselves and use the opportunity to remind everyone about the empowered community powers. Dear Empowered Community Administration representatives, As Alejandra noted in her email (thank you, Alejandra, for coordinating), there appears to be general support for hosting the Approval Action Community Forum at ICANN86 in Seville. Therefore, ECA support staff will proceed with finalizing the Community Forum on the public ICANN86 schedule. The Approval Action Community Forum will be held on Thursday, 11 June 2026 at 08:00 - 09:15 UTC (10:00 - 11:15 CEST). You may expect a subsequent email shortly regarding Community Forum logistics. Following the expiration of the Approval Action Community Forum Period (11 June 2026, 23:59 CEST), the 21-day Approval Action Decision Period will begin, during which time each Decisional Participant has the responsibility to inform the EC Administration in writing as to whether it supports or objects to the Approval Action; or it has determined to abstain from the matter. The Approval Action Decision Period will expire on Thursday, 2 July 2026 at 23:59 PST. If a Decisional Participant does not inform the EC Administration of its support or objection by that time, it shall be deemed to have abstained.
