Agree with Michele. In addition, allowing the EPDP working group to select its own leadership will more likely foster a successful working group/process. If the Council feels more comfortable, we could consider appointing an “interim” chair until EPDP members have been chosen and can select their owner leadership. I envision an interim chair to call to order the first meeting, get the working group to discuss leadership roles, and select those folks. Note that the WG Guidelines state the following: “Unless a Chair has already been named by the Chartering Organization, normally a Chair will be selected at the first meeting of the WG. Until that time, the Chartering Organization’s liaison may fulfill the role of interim Chair”. So the Council has the ability to appoint a chair should it want to, although the standing practice for PDP WGs has been for the WG to select its own leadership. FWIW, the appointment of a chair by the chartering organization has been used for recent CCWGs (e.g. CWG-Stewardship, CCWG-Accountability and new gTLD Auction Proceeds CCWG).
