Dear all,
The 2nd meeting of the Council of Europe Committee of Experts on Rights of Internet Users (MSI-DUI) will be held in Strasboug on 13-14 December.
As a reminder, this is currently the only group of experts set up by the supervisory body in charge of standard setting in the field of Media and Information Society (CDMSI). Its objective is to develop by end 2013 "A compendium of existing human rights for Internet users to help them understand and exercise their rights when, considering their rights and freedoms have been adversely affected, they communicate with and seek effective recourse from key Internet actors and government agencies.", i.e. to translate in a form practical and understandable by citizens of their rights in the digital environment and the available means to have recourse and remedies when these rights have been violated.
I see this CoE initiative as the first attempt to institutionalize the work done by our coalition, as well as some other groups. Of course the CoE is also taking as a starting point its own previous work in the field (Recommendations, Declarations, etc.) and other relevant HR documents and case law.
The result, also not officially decided yet, could take the form of a CoE Recommendation (on implementation by member States and other stakeholders of this compendium) + the compendium itself + an explanatory report. In order to develop the compendium - which format is still to be discussed - the group has decided to work on a matrix mapping out the application of existing human rights on the Internet, possible violations of these rights and possible remedies.

Feel free to provide comment and suggestions, this is work in progress. When the group will be ready with a draft version, it will undertake large consultations with various stakeholders. There will most probably be one at next EuroDIG (7-8 June 2013), and perhaps a dedicated meeting at CoE in Strasbourg before that, if availability and resources allow.
