Dear all, Best wishes for 2011! I would like to draw your attention to new attempt of Ukrainian government to register Cyrillic IDN - укр. At the end of last year we received leaked information, that our government asked ICANN to provide this domain for Ukraine. It was done again without any discussion (or even information) of Ukrainian community. All letters of this name have similar symbols in Roman alphabet, so there is high risk of fishing. More over, one Ukrainian company provided for more than 2 years registration in this domain (one year ago we had the information about 30. 000 sold domains). Last year we succeeded to block previous attempt, and after IGF-UA our registry and registers began very progressive reforms in Ukrainian domain market and is ready to apply for another Cyrillic domain - with broad discussion and consensus. Further to your request for input on the ICANN Strategic Plan, you may wish to take into consideration the following points:
1. The ICANN Strategic Plan, 2011-2014 (three or four years) is rather succinct (about 8 pages) in view of the timescale and the comprehensive scope of the document.
The ICANN document naturally contains a good deal of stable material, to the point that it is not easy to decipher what is new or what has been changed.
2. This ICANN strategy document has been effectively overtaken by the the recently published ATRT report. Irrespective of conflicting time- lines, the ICANN Strategy should at least now respond to the ATRT document, including the Berkmann analysis and case studies.
3. Regarding accountability and transparency, including public participation, the proposed strategy does not respond to the comprehensive critique in the ATRT Report. This question is alluded to under the "Internet Eco-System", but is not addressed thoroughly.
The eventual role of At Large in public participation and accountability is not mentioned. (Neither in the ICANN Strategy nor in the ATRT Report).
4. DNS stability and security: ALAC might refer to the Berkmann case study on DNS-CERT. (Annexe to the ATRT report). There is already an allusion in the draft ALAC Comments.
5. Consumer Choice, competition ... : Does this section of the ICANN strategy represent a change of policy? Implementing the DAG is not mentioned. Are all new TLDs are linked to IDNs? Does the reference to "regional participation" include or exclude the outstanding cultural/geographic/city based TLD proposals?

On today's Executive Committee meeting a draft ALAC statement on the ICANN 2011-2014 Strategic Plan was prepared. This draft statement is available at: https://community.icann.org/display/alacexcomm/ALAC+Statement+on+Draft+2011-... .
What is written on that page is just a starting point and it is therefore vital that YOU, the At Large Structures, make your voice heard. Regional leaders are requested to add their input where indicated in the draft ALAC statement by Sunday, 9 January at 23:59 UTC. It is therefore important that you send your input and comments as soon as possible. How? By replying to this message, emailing the EURALO Discuss list, or emailing your comments to me if you'd prefer that. Do you feel specific items in the Strategic Plan require special support? Do you think something is missing in the plan, within the framework that the plan has defined? It's your call.
For reference, please refer to the At-Large Strategic Development 2011-2014 Workspace (available at: https://community.icann.org/display/atlarge/ICANN+Strategic+Planning+Develop...) . This workspace contains important related background material including transcripts and recordings to presentations and discussions held with the ALAC and specific regions in November and December 2010.
However, regardless of information given on various presentations and meetings, all RALO's and ALSes are reminded that their comments are requested either directly to the Call for Public Comments ending on January 10th and/or are to be included in the ALAC Statement. Their points should be directed to the specific matters raised in, and comments made in, the ICANN Strategic Plan 2011-2014 (available at:
http://www.icann.org/en/strategic-plan/draft-strategic-plan-2011-2014-27nov1...) .
Why so little time to respond? This is circumstantial and due to the presence of the Holiday period right after a very late Cartagena meeting - and being asked for our input at a much earlier stage that in the past.
