Cher Sébastien, I think, your points and concerns are perfectly in line with what we discussed yesterday at the monthly EURALO call: How can we follow-up the Summit Declaration and the role of ALAC - RALOs - and the Internet users at ICANN? We therefore suggested that ALAC should bring this up again in Sydney (- see the posting on the board list:)
It would be good if ALAC would formally ask the ICANN Board what they think about the recommendations in the Summit Declaration handed over to them at the closure of the Summit in Mexico.
Some keywords for such an approach to be prepared for Sydney: The Summit preparation was a big effort by the ALAC community and conducted successfully, it was a considerable investment in terms of money for ICANN and it was not meant as a "single event" but rather more a continuing process for the community ... The statements and recommendations on the different work subjects would therefore need further consideration and validation by the ICANN Board ...

Now all the statement of the Summit are voted by ALAC and for all we need to follow the work and help the WG to update the At-Large thinking. One of them is the Future of ICANN. I summit to the WG and then to ALAC an add-on position paper with comments on the last document issue by the PSC. I guess it will be under ratification by ALAC shortly. I would like to raise the question of future of ICANN with Board members - what is the current thinking? - how they see the current discussion going on in the ICANN arena? - And what about Viviane Reding's proposal? - The role of At-Large to balance the one's of the governments and of the providers?...

thanks for your offer raising some special concerns of EURALO at the next ALAC meeting with the Board in Sydney. I agree with the points you mentioned already like
*the Operational Plan and Budget Framework and I am rather curious about any response or comments from the Board regarding our Statement we submitted after the Mexico meeting. And a "positive idea for the future" could be an improved operational space for RALOs and budget allocations for more outreach and impact ... (what we discussed at our GA);
*the new gTLD issue is also a pressing one for a number of European initiatives (like .Berlin, .Paris and others) and it would be good to know the Board's opinion on the time frame and clear decisions in this matter (or will it just be another never-ending-story ;-);
*or what you suggested as well like "keeping budget lines open to
enable implementing any recommendations from the ALAC review in FY2010".
I don't know whether our members have any more questions and concerns -- just in case, I would like to invite them to let you know.

In Sydney ALAC will have the usual meeting with a couple of board members. It's our opportunity to tell the board what's on our minds. Are there issues you would like raised? Don't think the reason for this meeting is to complain (or only to complain...), positive ideas for the future welcome.
Some of the topics we've been interested in should see updated policy documents over the next few weeks (operational plan and budget for sure, perhaps new gTLDs) so can hold off on those for a while.
Couple of things I'm thinking about:
I would like them to comment on is keeping budget lines open to enable implementing any recommendations from the ALAC review in FY2010.
To recommend/discuss making the agenda of a future ICANN meeting (Seoul?) attractive to user/non-commercial interests (as Paris was oriented to business interests.) As well as helping ALAC, could be important both to build the GNSO non-commercial stakeholder's group, and increasing non-commercial, particularly consumer organizations (mentioned in all kinds of different sources) in ICANN
I know people have been keen to develop a "registrants bill of rights". Anyone comment on this, I don't know where we're at with this.
