Dear all, I am sorry for the delay with my report on the round table in our State Agency for Science, Innovation and Informatisation of Ukraine<http://www.dknii.gov.ua/> (DKNII - unfortunately, its site is only in Ukrainian). Representatives of all Ukrainian stakeholders gathered in our State agency (responsible for domain administration) to discuss the delegation of Cyrillic IDN .YKP to Ukraine. Ukrainian Internet Association (InAU) and European Media Platform (EMP) - Ukrainian ALSes - translated the report on the delegation from IANA web-site (http://www.iana.org/reports/2013/ukr-report-20130219.html) into Russian and discussed it the day before during Domain Committee in InAU. Nearly in every sentence of this report there is disinformation or/and manipulation. It's not the responsibility of IANA/ICANN, it is the responsibility of Ukrainian applicant (if anybody is interested in details, I am ready to provide them). Nevertheless both Domain Committee of InAU (I am not member of InAU, but I am member of this Committee) and round table at DKNII decided to support this delegation. Why? First of all, since 28 February (the day of the Board decision on delegation) we had a series of broad consultation on the concept of domain sphere in Ukraine in general. And now representatives of all stakeholders are working on the Concept of .YKP, which, in the case of successful implementation, can be used as a model for long-needed transformation of our ccTLD .ua. Second, after official informational requests from EMP to our governmental structures about their rple in application for .YKP they stopped to make show that they do not know about ICANN at all and have no intention to participate in GAC (despite Ukraine formally participates in it since 2004). As far as we know, DKNII prepared official letter to ICANN regarding membership in GAC. Nevertheless, we can not say that we do not have now any problems with .YKP or Ukraine's participation in GAC. UANIC - applicant for .YKP - pretends to be multistakeholder structure.
From the very beginning there were representatives both of governmental structures and IT business (but not Internet users) in its governmental body - Coordination Council. But since 2009 there was no one meeting of this Council, so all activity regarding application for .YKP is the initiative of three guys. Now it was decided to restart the work of this Council and to organize its meeting in June. It is extremely important to do it in transparent and accountable manner.
Next problem is again about Ukrainian representative in GAC. Unfortunately, there is the possibility to have letters from more than one Ukrainian Governmental structure( Have anybody information on such situation in any other country? What are the criteria for transparency in this process? I would like to stress again and again, that at this stage we did not ask for any intervention from ICANN/At-Large. Publication of the IANA/ICANN report is of great importance for us, because only now we have information, which was delivered to ICANN on behalf of Ukraine.
