GAC Liaison Update: EU's Targeted Consultation on Internet Governance
Dear At-Large Colleagues, Given the appraoching deadline, I would like to remind you about the ongoing European Commission’s targeted consultation on its stance regarding Internet governance, in preparation for key milestones in 2025 (WSIS+20) and in response to the Council’s request for the development of an EU strategy on multistakeholder governance. This initiative aims to gather insights from a broad range of stakeholders, including governments, business, technical experts, and civil society, to help shape the EU's position. The consultation covers the following areas: 1. Coordinating and engaging EU Internet governance stakeholders 2. Transforming global stakeholder organizations for an inclusive, effective, and sustainable Internet 3. Anticipating the governance of emerging technologies 4. Strengthening Internet security and resilience The EU’s commitment to supporting the multistakeholder model remains essential to maintaining a free, open, and interoperable Internet. As discussions around digital sovereignty and national security gain prominence, it is important to reinforce the value of a decentralized and inclusive approach to governance. At-Large members, particularly those based in Europe, are encouraged to participate and provide their feedback on the future direction of Internet governance. Dear Joanna thanks for this important reminder. Let me pick on one point, sovereignty. This is a problematic concept for the Internet and cyberspace, as well as AI. Dear Alejandro, Thank you for sharing this thought-provoking piece. I really appreciate the approach—it offers a fresh and insightful perspective on the challenges of sovereignty in cyberspace, the Internet, and AI. I also find it fascinating to compare regional approaches to these international law principles. This paper, *The Principle of Sovereignty and the Application of International Law <https://eucyberdirect.eu/research/the-principle-of-sovereignty-and-the-application-of-international-law>*, is one of the many research outcomes from the Sino-European Working Group on the Application of International Law in Cyberspace. As you’ll notice, it highlights significant divergences in how sovereignty is viewed across regions, states, and even by individual end users. It seems we’re still far from achieving a global consensus on these fundamental issues, and they directly influence how we regulate infrastructure and manage cross-border traffic. This is certainly something the end-user community should keep in focus, extending well beyond the next round of new gTLDs. Thanks again for sharing!
