I would like to continue here the discussion from ALAC list regarding election of Board Member from At-Large.
I participated in this process as a member of the Board Member Selection Process Committee (BMSPC) 2014, Chaired by Tijani, and as a voter (as a proxy for Jean-Jacques, who also was a candidate).
My best congratulations to Roberto and his committee for 5 excellent candidates - I wish to see all of them in the Board! I highly appreciate great work, which was done by Tijani and his committee on At-Large level. The procedure was absolutely clear and understandable.
My best congratulations to Sebastien - you served the whole your term without any support from EURALO. You are the hero!!!!!

But I fully support your proposition to start this discussion today - with creating WG on rewriting EURALO Bylaws (I sent another e-mail with this proposition). Regarding Board Member election: 1. The process of discussion was not open. I received a lot of reasons against Sebastien, and I can't understand, why it was not said to him in person (to give him possibility to answer). 2. What is the procedure for appointment of proxy? I know that we have at least three volunteers. What was the mechanism of Oksana Prykhodko's selection? 3. Are all voters from EURALO (except chair) independent, or they have to vote in line with EURALO decision? 4. The last one, but the most important: what does directed voting mean? I have many more questions regarding other issues of EURALO Bylaws uncertainties. I had a chance to discuss this problem with other EURALO members in Singapore. I do not have the answer to all your questions. I would like just to note that issues like the appointment of the proxies are in fact relevant items to be considered in terms of “lessons learned”. My main objective is to use this experience to provide a better mechanism for future elections, if necessary. Therefore I would support a discussion on the methodology, and proposals for improvement. What I would not support is a discussion on motives for picking one or the other candidate. I believe that Sébastien has done an excellent job, and that he will continue to do an excellent job for the months to come, until the end of his term – and after that he will continue working for the best interest of our community wearing different hats. The election is now closed and I believe that even those who would have preferred another candidate will loyally stand back to support the new Director that has received the majority of the votes. Last but not least, I have not been in Lisbon, and I am not aware of the details of the discussion about the EURALO Bylaws. I believe that a starting point is not a decision to create a WG, but a brainstorming on “what is wrong with the current bylaws”. In other words, I am not keen in changing for the sake of changing, but I believe that we need to identify what can be improved, and based on that, if needed, to draft a charter for a WG on EURALO Bylaws drafting. Hello, just a *correction* on point 2 below (appointment of proxy and procedure): Theres was only one self-nomination for this proxy vote from Oksana -- and no others on the list during the narrow call period. In case there would have been more candidates volunteering for this, we needed to do a voting on the *preferred candidate* for this proxy vote. On point 3: EURALO's ALAC members are free in their vote but may consider the result of the regional consultation, if they wish. The chair only is bound to his directed vote (what BTW is not prescribed in our Bylaws but was discussed and decided by EURALO prior to the 2010 selection and regional consultation for Seat 15). On the meaning of a "directed vote" I remember that I have outlined and explained this before: It's a vote based on the majority will of EURALO's members and not the personal preference of the chair (as part of the electorate). Dear Roberto, I do not want to discuss persons or decision (Rinalia has all my support and she knows about it, and she knows, why I voted not for her during first rounds). I am talking about transparency and accountability of the process. We had the discussion of candidates, but it was done in private messages - so, persons under discussion did not know what was said about them and could not answer to the criticism. Regarding Board Member election:
1. The process of discussion was not open. I received a lot of reasons against Sebastien, and I can't understand, why it was not said to him in person (to give him possibility to answer).
2. What is the procedure for appointment of proxy? I know that we have at least three volunteers. What was the mechanism of Oksana Prykhodko's selection?
3. Are all voters from EURALO (except chair) independent, or they have to vote in line with EURALO decision?
4. The last one, but the most important: what does directed voting mean?
I have many more questions regarding other issues of EURALO Bylaws uncertainties. I had a chance to discuss this problem with other EURALO members in Singapore. I hope for your support for my suggestion to create WG to rewrite EURALO Bylaws.

Dear Oksana, and all, First of all, on behalf of the BCEC, thanks for the congratulations. The team has been excellent, and made my job easy. However, the big task has been not to prepare the slate of candidates, but to do the selection, so the burden has been mainly on Tijani and his team, for the preparation of the voting procedures, and to the ALAC voting team. I am not sure I understand the points below, but I sense that there is something we need to discuss and fix. Two proposals: 1. today there's an EURALO teleconference, maybe that's the place to start the discussion, but I believe that, at least for myself, I need to have more details on what makes you unhappy 2. my plan is to finalize the "lessons learned" shopping list before the next ALAC teleconference (next week), and if there is something I need to add, the BCEC needs to be aware I think we need to turn the page without leaving any bad feelings behind. Rinalia has the full support of ALAC, as any of the other 4 candidates would have had. I would like to continue here the discussion from ALAC list regarding election of Board Member from At-Large.
I participated in this process as a member of the Board Member Selection Process Committee (BMSPC) 2014, Chaired by Tijani, and as a voter (as a proxy for Jean-Jacques, who also was a candidate).
My best congratulations to Roberto and his committee for 5 excellent candidates - I wish to see all of them in the Board! I highly appreciate great work, which was done by Tijani and his committee on At-Large level. The procedure was absolutely clear and understandable.
