I understand the point you are making, but the accuracy or otherwise of the material isn't the question, it is the attribution. I am very well-aware that ICANN is not just ICANN staff - however, it would not be accurate to represent a text as an ICANN document when it was in fact produced by one volunteer, however knowledgeable.
