I understand the point you are making, but the accuracy or otherwise of the material isn't the question, it is the attribution. I am very well-aware that ICANN is not just ICANN staff - however, it would not be accurate to represent a text as an ICANN document when it was in fact produced by one volunteer, however knowledgeable. It's much more near reality, than the background material ICANN staff prepared and translated for the WG5 without advance presentation by the delegates.
